FCC's Net authority limited

OPEN & CLOSED CASE: A federal appeals court ruled Tuesday that the FCC exceeded its authority when it sanctioned Comcast in 2008 for deliberately slowing Internet traffic for some users. A three-judge panel overturned the citation, ruling that Congress hadn’t given the FCC the power to regulate an ISP’s management of its own network. The decision could hamper the FCC’s efforts to impose open Internet rules. (4/7a)
