Aaron Carter, who has not released an album since early in the G.W. Bush administration, returns with “Sooner or Later” (Z/Sony) on Spotify’s New Music Friday playlist. The playlist does not seem to be taking one side or another here on Inauguration Day—“Changing,” “I Give You Power” and “Ordinary World” are some of the titles—but there is one we can relate to: “High for Hours.”
